St. Peters Village — Chester County, Pennsylvania – Reinventing a Small Town
Vision & Acquisition. Tom Drauschak formulated a European-village master vision for historic St. Peters Village, assembling $10+ million in properties to catalyze a comprehensive revitalization of the hamlet and its surroundings.
Entitlements & Public Coordination. Tom negotiated a rare Memorandum of Understanding with the Township and PADEP to fast-track the program, then land-planned and managed design for “The Falls,” a 121-unit mixed residential component, achieving Final Plan Approval in under 12 months.
Infrastructure & Civil Works. Acting as development lead (with a 50% silent partner), Tom directed:
Installation of new sewer and water lines for privately held utility companies.
Complete PennDOT roadway reconstruction and a new streetscape through the commercial core.
Stormwater innovation: secured permission from the PA Bureau of Mining & Reclamation to repurpose an abandoned granite quarry as a permanent stormwater basin—an engineering and environmental milestone for the project.
Commercial & Hospitality Renewal. Tom reconstructed and operated the St. Peters Inn & Restaurant, adding a bar, expansive outdoor dining, and banquet space; reconstructed the village shops; and created, designed, built, and operated the new St. Peters Bakery, anchoring daily foot traffic and community life.
Residential Delivery. For “The Falls,” Tom managed the design and construction of model homes and executed all roadway and site improvements, integrating the neighborhood seamlessly into the village fabric.
Scale & Pace. The program delivered over $31 million in property and site improvements, with all infrastructure completed in two years—a full-spectrum transformation from vision through utilities, roads, streetscape, hospitality, retail, and housing.
Result: A revitalized, European-inspired village district—conceived, entitled, engineered, and substantially built under Tom Drauschak’s leadership –*project sold prior to completion.
